If you want, you can mention that it's no surprise that our only monument from South Dakota is being presented by the only person who attended high school in South Dakota (while living in Browns Valley, MN)

Good, you've got a start on this. Since you've begun an introduction, you ought to be able to fill in the lead and thesis. I think, though, you have the material for your lead listed in section II. II.A. should be historiographic, dealing with interpretations of historical monuments and collective memory.
Memory groups--great!
III. This is great, too! I wasn't thinking of the monument as celebrating Norwegian independence. This means it actually celebrates two things--Lincoln and Norway. Good. Make these two points in this section.

Lead: I'm not sure which strategy you're going for here. Starting wtih the founding of the town? Is it supposed to be general, or specific?
Thesis: I see where you're headed with this, fine; be sure that the thesis puts the emphasis on the monument, and thus the memory of Reeves, not on Reeves himself.
II. You know the standard elements of background, right?
III. Start taking the material and arranging it below in sub-points.
IV. Same here, start making sub-points.

III. Here you discuss what the GAR was, the history of Union veterans, and their identity as a memory group.
IV. Start breking this out into sub-points. This might include activities of teh GAR in Fargo; involvement of Gov. Hanna; campaign for the monument; dedication of the monument; and so on.
V. The fuzziest section right now--a place to focus your research soon!
